peugeot expert immobiliser issue

Hi can anyone help? i have a 2001 X plate Peugeot Expert 1.9D which I have never had any problems with until 2 weeks ago when it failed to start. The van now is just turning over but not firing i am led to believe this may be the immobiliser. I have taken the pump off and this seems ok as far as i can see so i have put a voltage test onto the 2 wiring plugs connecting the pump and the finds are (black plug with ignition on 1 brown=12v 2 brown=0v 3 blue=12v 4 earth=0v) (blue plug ign on 1=12v 2=0v 4=12v) Should 2 brown in black plug =12v when ignition on to immobilise van? The stop light also flashes on dash when turning van over.
PLEASE HELP
